The Z-Global Scandal

How a consulting firm captured IID — and ratepayers paid the price

Z-Global was a regional energy consulting firm that became the de facto gatekeeper of the IID's interconnection queue — the process by which solar, battery storage (BESS), and other energy projects connect to the grid.

For years, Z-Global occupied a position of extraordinary influence: advising the IID on which projects to prioritize, while simultaneously representing the developers seeking those very approvals. The result was a system designed to benefit insiders at the direct expense of ratepayers.

Why it matters

The costs of these insider-friendly deals weren't absorbed by the developers who benefited. They were socialized onto residential ratepayers through deferred grid maintenance, unfavorable contract terms, and the $1.3 billion maintenance backlog that eventually triggered the 69% rate hike.

The investigation

By 2017, the pattern of conflicts of interest had become too obvious to ignore. The IID retained outside legal counsel Mike Aguirre to conduct an independent investigation. His probe revealed:

  • Controversial BESS (battery energy storage) contracts awarded to Z-Global-connected developers
  • Procurement irregularities in the interconnection queue management process
  • Conflicts of interest between Z-Global's advisory role and its developer clients
  • The need to unwind multiple agreements between Z-Global and the district
  • Infrastructure costs that should have been borne by developers were instead pushed onto ratepayers

The Cardenas connection

The federal civil rights lawsuit (Case 3:26-cv-00128) filed in January 2026 alleges that the Z-Global network's influence extends to current IID Board members. Specifically:

  • Text messages show incumbent Division 1 Director Alex Cardenas communicating with senior Z-Global managers while publicly feigning concern about data center delays
  • The IID Board allegedly delayed the IVDC facility study to prioritize projects associated with Z-Global-connected developers
  • IID imposed a "gag order" preventing the data center developer from communicating directly with IID technical staff
  • The IID General Manager demanded a $4 billion prepayment — a financial condition so extreme it could only have been designed to kill the project
